what to do?

I have a nice compact back garden with a small patch of lawn I decorated the other side of the garden with gravel and assorted pot plants however I have a tiny patch at the end of the lawn that I would like put flowers in cant decide weather to
A. Build it up and make it into a small rockery with alpines or B. plant loads of colourful perennials/small shrubs if I go with the latter has any one any idea of nice plants to buy for a small garden patch. Bit of a novice at the gardening would like contrast in heights for the plants say 6" - 2ft
