It depends what your site is about.
If it is a "serious" website (with a purpose), then NO effect will make it "great", but its CONTENTS. Effects will distract/annoy the user from the object of the site.
If it is a blog, game or anything not very serious, or if you don't want to reach 10,000 visitors/month, then any effect would do.
