The simple answer is through electromagnetic interaction. The photon energy of the incoming radiation is transferred in whole or in part to atoms in the atmosphere. As these atoms absorb the energy they begin to move faster, and collide with other particles. Before you know it, there is a large area of faster moving atoms and molecules, raising the temperature of the surrounding area and producing thermal energy.
