I know of a number of foreign airlines (Phillipine Airlines, Swiss Air as two examples) that own and operate their own flight academies and recruit directly from them.

In some foreign countries general aviation is practically non-existent and most pilots are recruited from the military ranks. But a number of countries do have civilian flight schools.
